Used for legal/eDiscovery, FOIA/RTI, public release. - Anonymization transforms data so re-identification is practically impossible even with outside information; GDPR-anonymized data is no longer personal data. Used for AI/ML training, research, public-health datasets. - Pseudonymization replaces identifying values with stand-ins while a separate, secured mapping key allows authorized re-identification. Under GDPR Article 4(5) it is a security measure; pseudonymized data is still personal data for the party holding the key. After CJEU C-413/23 P (EDPS v SRB, 4 September 2025), the same dataset can be non-personal for a recipient who genuinely cannot re-identify anyone. - De-identification (HIPAA): Safe Harbor removes 18 specific identifiers; Expert Determination reduces re-identification risk to a "very small" level. Closer in strength to GDPR pseudonymization than GDPR anonymization. - Synthetic data replacement: replaces real values with realistic but fictional values (e.g., Priya Sharma becomes Anjali Mehta) so the document remains readable while genuinely removing PII.
